Many media outlets and "fact checkers" have reported that Bush was responsible, because he signed an agreement to withdraw the troops. However, this was only a soft placeholder to signal that the troops would not stay indefinitely. Media reports at the time of the pullout explained that "everyone" expected that this date would be extended, but the Obama administration poisoned the negotiations and refused to use a simple process to extend the date. Obama then repeatedly bragged that he pulled the troops out of Iraq, until ISIS swept through the nation while imposing Sharia law and executing, raping, and enslaving the Iraqi people. Then Obama declared that Bush withdrew the troops, and the media parroted his claim.
