In the wake of widespread reports of potential fraud in Obamacare, the Government Accountability Office performed “covert testing of federal marketplace enrollment controls” by creating “20 fictitious identities” and trying to enroll them in Obamacare. To do this, they “provided invalid (i.e., never issued) Social Security numbers” and “used publicly available hardware, software, and materials to produce counterfeit documents.” In these tests, “18 of our 20 fictitious applications for plan year 2025” received “subsidized coverage” that is still ongoing. Per GAO, “The results of our covert testing for plan year 2025 are generally consistent with results of similar testing we conducted for plan years 2014 through 2016.”
