Mussolini's "Fascist Manifesto" calls for progressive taxes, heavy unionization, minimum wages, and government control of industries. Free speech was vehemently opposed by fascists, and the Cambridge Dictionary notes that under fascism "all aspects of society are controlled by the state and all criticism or opposition is suppressed." To help accomplish this end, the "Manifesto of the Fascist Intellectuals" states that they enlisted "determined youths, armed, dressed in black shirts and organized in military fashion" to fight "against the law in order to institute a new law."
