On February 7, 2001, then-CIA director George Tenet stated, "Osama bin Laden and his global network of lieutenants and associates remain the most immediate and serious threat" to the USA. Despite this general intel, the Homeland Security Inspector General found that "17 of the 19 September 11th hijackers were unknown to the intelligence community" and "recruited specifically" for this reason. However, the Inspector General of the Department of Justice found that the FBI missed multiple opportunities to uncover the plot, amounting to "a significant failure that hindered the FBI's chances of being able to detect and prevent the September 11 attacks." One of these failures included a refusal to pursue a FISA warrant due to "a narrow and conservative interpretation of the FISA requirements...."
