A 2010 study by the Federation of American Scientists (FAS) found that the black market prices of shoulder-fired anti-aircraft missiles range from as little as $500 to as much as $250,000. This includes weapons like the U.S.-made Stinger missile and Soviet-designed SA-7 and SA-14. The study's supplement (linked below) details the sources of this data. Per a 2011 U.S. State Department report, more than 40 civilian aircraft have been struck by these weapons since the 1970s, and thousands of these missiles "are believed to be outside of the control of national governments."
