Of the 55.9 million students enrolled in prekindergarten through 12th grade during 2016, an average of 22.1 million or 40% received federally subsidized free or reduced-price lunches each school day. In 2014, the school lunch program had an improper payment rate of 15%, and the school breakfast program had an improper payment rate of 26%. These are among the highest improper payment rates of all federal programs, because they require no documentation of parents' income.
