A 2011 study by the United Kingdom's Environment Agency evaluated 9 categories of environmental impacts caused by grocery bags. It found that paper bags are harder on the environment than plastic bags in all respects, and cotton totes would have to be reused many more times than their expected life to have less environmental impact than disposable plastic bags.
