Media outlets, Democrat politicians, and Republican Senator Josh Hawley claim that the Republican budget plan cuts Medicaid for “poor” “working” “Americans.”

IN FACT, the plan reduces Medicaid payments to people who aren’t “poor,” “working,” or “Americans,” including those with incomes above the federal poverty line, able-bodied adults who don’t work 80 hours per month or care for a child, illegal immigrants, and fraudsters. The portion of the U.S. population on Medicaid has grown from 2% in 1966 to 25% in 2021, while the portion of people in poverty has stayed roughly level around 13%.
