Among 56.5 million students enrolled in prekindergarten through 12th grade, 20.0 million receive federally subsidized free lunches each school day, and 2.0 million receive reduced-price lunches. This amounts to 39% of U.S. students receiving federally subsidized lunches. In 2017, the school lunch program had an improper payment rate of 15%, and the school breakfast program had an improper payment rate of 23%. These are among the highest improper payment rates of all federal programs, because they don't always require documentation of parents' income.
